2 seat mobility scooter needed

The Dept of Transport says two seat mobility scooters are illegal, but there is a need for disabled mothers to carry their child on a child seat once they are older than about one year because they become too heavy to carry in a harness around the mothers neck. Currently, once the child becomes too heavy a carer has to be found to look after the child while the mother is out shopping on her mobility scooter. This reduces the independence of the mother and makes critical timing very important. She needs a child seat on her mobility scooter.

Why is this important?

The Dept of Transport does not have empathy with the disabled person because they have been resisting change ever since the 1970 Act which defined a mobility scooter as a single seater. A mobility scooter should have 2 seats for many different disabilities as explained in https://www.eta.co.uk/2018/09/12/tandem-mobility-scooters/
