Charge companies for the cost of fully recycling their products

Write a law to charge all companies for the cost of recycling their products and packaging, so they will be incentivised to reduce their environmental impact. Ideally it should include everything to which VAT applies. If recycling is not possible, charge them for the landfill rent. If their use implies a cost on the environment (chemicals with likely disposal in waters, microbeads, etc...), calculate the cost of regenerating the areas, and the damage in temporary loss of habitat.
