Corporate capitalisation with 5p plastic bags

Stop retailers making a profit from plastic bags.

All monies generated from the 5p plastic bag revenue should go to environmental charities in the clean up of historic plastic use. There should be no net gain for retailers.

Why is this important?

Retailers have withdrawn the use of paper bags, and are now only issuing plastic bags instead WHY?

My interest in this issue was sparked when making a purchase at Clinton Cards, I asked for a paper bag, it was totally unnecessary to use a plastic bag. I was told Clinton Cards no longer use paper bags.

A simple internet search reveals all bar the vat (£0.83) goes to the retailer, as such it is financially rewarding to sell plastic bags (the cheaper quality the better), as such the UK government handed retailers a windfall when they introduced this legislation.

Some retailers give a proportion to charity but there is no legislation for them to do so.
