Improve disabled access in Portsmouth

So that wheelchair/Frame/Scooter users can travel around the beautiful city easily and hassle free.

Personally as a young wheelchair user living in Portsmouth I know how hard it can be to get around the city and into buildings without having to take longer routes or going into the back entrances of buildings due to lack of disabled access.
