Include off-grid households in Government £400 Energy Bills Support Scheme.

We believe that households who live off-grid should qualify equally for the £400 Energy Bills Support Scheme.

The Government announced on 26th May 2022 that UK households will get at least £400 off their energy bills as the Energy Bills Support Scheme is being doubled and made into a one-off £400 grant. However, only households with a domestic electricity meter will qualify for this grant.

Many thousands of people in the UK live off-grid. They live in boats, caravans, vehicles, or on the land without mains services. Most of these households rely wholly or partly on diesel engines or generators, petrol generators, bottled LPG gas and solid fuel to heat and light their homes and to cook and heat water. They are just as affected by the rising price of energy as households with mains electricity.

We also believe that off-grid households must be included in the fund that was announced by the Prime Minister in Parliament on 8th September 2022 "so that all UK consumers can benefit from equivalent support."

Why is this important?

Rapid inflation in 2022 means that petrol and diesel prices have risen by almost 50% and bottled LPG by around 40% compared to 12 months ago. The wholesale cost of LPG has doubled in the past year. Those who have a mains electricity hook-up do not qualify for the grant because the supply to the marina or caravan site is commercial, not domestic. The cost of solid fuel started to increase around 12 months ago. Some are finding they simply cannot afford these price increases.

Most people who live off-grid are typically either working people on low incomes, or pensioners. Research* has shown that 51% of the liveaboard boater community were likely to have an annual income below £20,000, and 40% were likely to be earning minimum wage or less. The cost of living has increased much faster than wages. Some are having to rely on food banks and the generosity of others in the community.

People who live off grid may be able to use solar and wind power, but the amount of power renewables can generate if your home is a boat, vehicle or caravan is limited, especially in winter.

It is unfair to exclude these off grid, low income households from the support that is being offered to the rest of the UK population, even to the most wealthy.

Itinerant boat and vehicle dwellers specifically excluded from Energy Bills Support Scheme Alternative Funding

Be involved in campaigning to get the energy grant. Unlike the majority of people of this country we are still left without the energy grant. The Government’s web page here https://www.gov.uk/apply-energy-bill-support-if-not-automatic

states that "You also cannot apply for a discount if you live:.....on a boat with a continuous cruising licence" or in a caravan/vehicle but not on a registered site. This is despite the fact that the NBTA and other groups have been discussing with MPs and Government officials for almost four months to try to get us included. The Government has failed to create a credible method for itinerant off-grid boat and caravan / vehicle dwellers to access the grant, even though second homeowners received grants for both of their homes months ago.

Off grid households won’t get Energy Bills Support Funding until 27th February

Last week the Minister for Energy and Climate Graham Stuart announced that the Energy Bills Support Scheme Alternative Funding will launch no later than 27th February 2023. Off-grid households will be waiting even longer for the support that most people got around 4 months ago, including second home owners for both of their homes. Unlike the majority of people in the country many off-grid households are still left without the £400 Energy Bills Support Scheme grant, especially those of us without a fixed or residential address. The NBTA and others have been in talks with the Government around accessing the energy grant. However, the best that the Government has offered is a convoluted way of applying for the energy grant with the expectation of being denied to allow you to apply for another grant. We are deep into winter and we need a simple and sure way to apply for the grant.

Energy Bills Support Scheme grants – Interim update

NBTA Advice on Applications for the Energy Bills Support Scheme – Alternative Funding (EBSS-AF) and Alternative Fuel Payment (AFP)

The Energy Bills Support Scheme – Alternative Funding (EBSS-AF) system may go live for off-grid households without a fixed or residential address this week (16th January 2023) in the pilot areas of Wrexham, Chichester, Glasgow and West Sussex, with a full nationwide roll-out anticipated before mid-February.

Energy bills support for off-grid households to go live in January 2023

Yesterday (19th December 2022) the Government announced that support with energy costs for off-grid households would go live in January 2023.

Following a successful online public meeting, individuals and representatives of boater organisations joined forces and had discussions with the Department of Business, Energy and Industrial Strategy (BEIS) to ensure that all off-grid households, including itinerant boat, caravan and vehicle dwellers without a fixed address, will be included in the Energy Bills Support Scheme. We have heard that a survey company has been commissioned by the Government to design the application form for this grant and it is being tested and critiqued at the moment by a number of selected off-grid households, including itinerant liveaboard boaters, to make sure that it asks the right kind of questions to enable everyone to get the support.

Canal & River Trust (CRT), the UK's biggest inland navigation authority, has raised the issue of the exclusion of boat dwellers from financial support towards energy bills with central government. CRT reports that it is in contact with the Department of Business, Energy and Industrial Strategy (BEIS) and that it has highlighted the importance of supporting people who use their boat as their home to receive the energy bill support scheme funding, especially those who do not have a permanent mooring. CRT says that it has been informed that an announcement of further support will be made soon.
