The telephony providers should stop charging 15p per call to report a crime to the police. If you've been burgled, mugged, missing persons, injured, involved in an RTA etc or robbed why should you have to pay.
Telephony produces billions of profit each year, so make the genuine calls free. However, by all means fine time wasters £5 for making bogus calls or reporting fictional crimes or similar incorrect uses of the number, this might also help discourage prank calls.

Why is this important?
Nobody wants to be the victim of a crime or need to call the police. If you've just lost everything the last thing you need is to find 15p to call someone. It just does not make sense to be charged to report something that wasn't your fault in the first place.
