Open up empty buildings in City of Westminister

As one of the largest cities in the UK, London needs to follow the lead of Manchester and open up empty buildings for homeless people this winter.

Why is this important?

I cannot imagine sleeping rough in biting winds, snow, ice and winter rain, It's inhumane. Also it's inexcusable when we have so many empty buildings in greater London.
